TDR AND BLT PROGRAM
About the TDR and BLT Programs in Montgomery County
In 1980 Montgomery County established the TDR program to compensate landowners for the loss of equity resulting from the creation of the Agriculture Reserve. The BLT program was implemented in 2008 to further limit development within the Agriculture Reserve. Since these programs were created, TDR and BLT activity in the county has significantly decreased. Including the creation of new TDRs and BLTs and establishment of new TDR receiving areas. Most importantly for landowners, the purchase of TDRs and BLTs allowing owners to recoup the losses when their land was put into preservation has decreased.
The marketplace for TDRs and BLTs is saturated and we hope to band together TDR and BLT owners to encourage Montgomery County to expand their purchase of TDRs and BLTs and require more development zones to purchase TDRs and BLTs.
